圣战分子致命驾车袭击前48小时拍下四段恐怖视频

调查人员披露的最新信息显示，一名摩洛哥裔圣战分子此前曾获得意大利政府的教育资助。他在5月16日于意大利北部城市摩德纳驾车冲撞7名行人之前，录制了4段视频，呼吁摧毁意大利并攻击犹太人。

31岁的萨利姆·埃尔·库德里（Salim El Koudri）是工商经济学专业毕业生。他称意大利人是“f*****g Christian bastards”，并说要“burn your Jesus Christ on the cross”。5月15日至16日期间，他在车内录制了3段视频，在家中录制了1段，时长从4分钟到10分钟不等。

“Italy must be destroyed,”埃尔·库德里在其中一段视频中说。他解释了自己寻求摧毁意大利的动机：“We are slaves of the Americans.”他还抨击富人和犹太人。埃尔·库德里用意大利语和英语讲话，其间夹杂一些阿拉伯语。

他在视频中发出威胁，称：“I will kill”和“I am attacking now.”这名圣战分子还抨击了自己在贝加莫地区的出生地，并提到战争艺术，却未说明缘由。此外，埃尔·库德里将这些视频发布到自己的Instagram账号上——他在那里没有任何粉丝——随后又从动态中删除，但视频仍保留在他的手机里。

圣战分子在网上搜索恐怖主义信息

在袭击前的数周和数天里，埃尔·库德里在互联网上和社交媒体上进行了数百次搜索，查找有关圣战训练、《查理周刊》和曼彻斯特袭击事件、伊斯兰主义恐怖主义，以及极左翼马列主义准军事组织“红色旅”的信息。他甚至创建了名为“11.September.2001”的网络域名。

警方在他的手机中发现了这些视频，并将其送交博洛尼亚的DIGOS（总调查与特别行动处）进行分析。自6月8日起掌握这些视频的博洛尼亚检察院，将埃尔·库德里的咆哮形容为“rabid frenzy”。

这些证据成为专家排除精神疾病是其驾车冲撞行人原因的重要因素。他驾驶一辆雪铁龙C3冲撞行人，造成55岁的莫妮卡·埃斯波西托（Monica Esposito）死亡，并迫使2名女性被截肢。

“El Koudri was doing specific searches online every other day [on] ISIS, Islamic State,”埃斯波西托家属的律师利博里奥·卡塔利奥蒂（Liborio Cataliotti）说。“For an act to be defined as terrorist, it must be aimed at inducing terror”并“destabilizing institutions,”这需要核实当事人的主观认知。

袭击者精神疾病说法崩塌

代理莫妮卡的兄弟之一乔瓦尼·埃斯波西托（Giovanni Esposito）的律师德博拉·德·奇科（Deborah De Cicco）呼吁，由“those who study these dynamics and their symbolism”对“every detail of the videos”以及这名圣战分子的网络检索记录进行审查和评估。她表示自己不是伊斯兰问题专家，因此专家评估“is necessary to ensure I don’t miss any crucial details.”

“We’re not talking about a madman,”袭击受害者、厨师埃尔曼诺·穆奇尼（Ermanno Muccini）强调说。“The attacker is angry with us, with Italians, and with our Christ because he’s not happy with what he has. Did he want to burn down the university where he studied?”穆奇尼至今手臂和颈部仍有伤，无法重返工作岗位，他这样问道。

左翼政客和媒体随即否认此次袭击存在伊斯兰主义因素，坚称埃尔·库德里自2022年以来患有分裂样精神障碍。但据Focus on Western Islamism（FWI）报道，当晚晚些时候，摩德纳省长法布里齐娅·特里奥洛（Fabrizia Triolo）在新闻发布会上证实，行凶者并未受精神类药物影响。

“Today we discover that in the days leading up to the massacre, El Koudri not only sent emails saying all Christians should be exterminated, but he also made videos declaring that Italy should be destroyed,”意大利议员加莱亚佐·比尼亚米（Galeazzo Bignami）指出。

“There is a bigger problem than those who come here to Islamize our country, and those who, by renouncing our identity and our history, want to let them do so for economic, political, and electoral reasons,”他警告说。

意大利民众对恐怖分子获得奖学金感到愤怒

与此同时，意大利民众对纳税人资金的使用表达愤怒：艾米利亚-罗马涅大区高等教育权利地方机构ER.GO在2014至2017年的3个学年里向埃尔·库德里发放了€6,585.33资助，当时他正在摩德纳和雷焦艾米利亚大学攻读国际经济与市场营销学位。

ER.GO根据家庭收入和学生身份，向学生提供每年€433至€7,171不等的助学金，并在艾米利亚-罗马涅大区范围内提供补贴住宿服务和住房援助、补贴餐券，以及进入大学食堂就餐的机会。

“We are asking the [Emilia-Romagna] regional authorities to conduct a thorough review of the criteria and procedures used to allocate public resources,”意大利兄弟党在艾米利亚-罗马涅大区的地区协调人、参议员米凯莱·巴尔卡尤洛（Michele Barcaiuolo）说。

“El Koudri’s modus operandi bears all the hallmarks of a deliberate attack, certainly not the impulsive act of a madman,”维罗纳国际安全研究团队（International Team for the Study of Security Verona）的恐怖主义问题专家乔瓦尼·贾卡洛内（Giovanni Giacalone）对FWI表示。“He drove his car from his home to a central pedestrian area on a Saturday afternoon—a time of peak foot traffic. He zigzagged, attempting to crush pedestrians against the sides of the street, before crashing the car and stepping out armed with a knife.”

“He also stated his intention to shave his beard as a means of purification before the act—a classic ritual of Islamist terrorism. Moreover, he also looked for information on previous ISIS-style attacks,”贾卡洛内强调。“It was indeed Italy’s first car-ramming attack perpetrated by an Islamist terrorist.”
